How will the new legislation impact my business?

In May, the government announced that convenience stores, gas stations, big box outlets, and more supermarkets will soon start selling beer, wine, cider, and ready-to-drink cocktails. This expansion could add 8,500 new locations for alcoholic beverages, placing Ontario third in terms of the number of alcohol retailers per province, following Newfoundland and Labrador and Quebec.

Applications to become a licensed grocery or convenience store are now open. 

On December 14, 2023, the government announced plans to permit the sale of beer, wine, cider, and low-alcohol ready-to-drink beverages in participating convenience stores, grocery stores, and big box stores across the province.

Further details and timelines for the phased rollout were announced on May 24, 2024, as follows:

  • Starting August 1, 2024, the 450 grocery stores currently licensed to sell beer, cider, or wine will also be permitted to sell ready-to-drink beverages and offer consumers large-pack sizes.
  • Beginning September 5, 2024, all eligible convenience stores will be able to sell beer, wine, cider, and ready-to-drink alcoholic beverages.
  • Starting October 31, 2024, all eligible grocery and big box stores will be allowed to sell beer, wine, cider, and ready-to-drink beverages, including in large pack sizes.
